GLENDALE, CA—Oct. ____, 2003 --David A. Tilem has recently received both regional and statewide appointments. The National Association of Consumer Bankruptcy Attorneys (NACBA) has selected Tilem to serve as its first Regional Chair for the Central District of California. Additionally, the State Bar of California Board of Legal Specialization tapped Tilem to serve on the Personal and Small Business Law Advisory Commission.

                NACBA is the nation’s premier organization speaking on behalf of the jobless, the recently divorced, the disabled, and those who, thorough no fault of their own, are financially distressed and need assistance.  In addition to its continuing effort to upgrade the skills of attorneys representing these consumers, NACBA is engaged in a years long effort to block legislation proposed by banking and credit card interests which would significantly limit access by those in need of a financial fresh start to bankruptcy protection.  As Regional Chair, Tilem is responsible for organizing and recruiting local bankruptcy attorneys who desire to maintain and upgrade their skills, and spearheading NACBA’s local efforts to support existing bankruptcy laws.   The appointment is for a one-year term, subject to reappointment.

The California State Bar program of certifying specialists in specific areas of law is managed and overseen by the Board of Legal Specialization.  The Board, in turn, appoints an Advisory Commission made up of experienced practitioners from around the State in each area of law to prepare, administer and grade the examinations of those seeking to become certified specialists.  As a certified specialist for more than 5 years, Tilem will meet with six other commissioners and one public member to draft and edit exam questions, establish grading benchmarks, and grade the tests of those seeking to become certified specialists. He will serve for three years.
